> [0121](/adr/0121-sdlc-tooling-roles-and-linear), [0065](/adr/0065-linear-gate-is-checked-offline)
> and [0067](/adr/0067-spec-kit-is-the-sdlc).

## Context

The SDLC specs were kept in several places, with several state names and stale paths. The owner's answers OR2 a, OR6, OR12 and B9 to B12 (mem L577, L579, 2026-10-20) fix the location, the states, the traceability and the roadmap.

## Decision

1. **Location (OR2 a).** Specs stay in `.agents/specs/`. They are excluded from the agents-sync projection. oxfmt covers them.
2. **States (OR12).** A spec is Draft, Clarified, Planned, Tasked, Implementing or Done.
3. **Traceability (OR12).** Specs and tests trace with `@covers` tags.
4. **Roadmap (OR6).** A public roadmap and Linear projects.
5. **Impact template (B10).** The impact template gains deploy modes, lane and change risk.
6. **Stale paths (B9, B11, B12).** Spec paths and `sdlc:*` routes are corrected.
7. **Tasklists.** Tasklists go to Linear and are then deleted (mem L60 #5).

## Consequences

* A spec's state says what work is left, and a `Done` spec has tests that cover it.
* Tasklists in Linear are the only tasklists.

## Enforcement

planned — `tools/scripts/spec-gate.mjs` checks the states and the `@covers` tags.
